Discriminative policy bans bulk drugs from India.


As India shines in Pharma and the shine promises to get brighter, right across the border in Pakistan Pharma products with a 'made in India' label are anything but welcomed.

The Indian Drug Manufacturers Association (IDMA), alleged in a representation to GS Sandhu, joint secretary, department of chemicals and petrochemicals, ministry of Chemicals and fertilizers, dated Nov 1, stated that India is the only country that is singled out due to the discriminative policy of Pakistan against Indian bulk drugs.

Pakistan has a policy that protects local bulk drug industry. Once a bulk drug is made in Pakistan, import duty is raised from 10% to 35% while import duty on intermediates remain the same.The higher import duty is applicable to imports from anywhere in the world. However as far as India is concerned it prohibits import of bulk drug from India once Pakistan produces the same bulk drug.
Also China, Thailand, Korea and Europe are permitted export at a higher rate of 35% and India cannot export at all even at a higher duty of 35%. However this policy remains fairly recent.

The IDMA has now urged the authorities to take up the issue with Pakistan
